Protected by so many layers of blubber and armour he can walk through Lava unharmed. Works in the Foundry and Garrison.
If you have an Overworld Gateway then you can attract Empire Units. Attracted by the Garrison. As long as you have at least one prop, then you attract two Juggernauts. To attract more, you will need 1.5 props per Juggernaut.
